budgeting, administration of the economic development functions, grants,
investments, debt issuance, financial controls, financial reporting, utility
pricing, and updating financial information for use by the entire
organization. Participants in maintenance of financial records are in
accordance with the law and generally accepted accounting principles
(GAAP).
